What the author of the article, and I suppose the post over on the Libo Community page, seem to not address is the final paragraph of the letter.

"There were already high cost of purchasing the above device applied. Many city councils use due to the aforementioned problems continue
their private notebooks and a large part of the acquired equipment is aging unused ago
down. To prevent this recommended a needs-based retrofit."

Anyway, they have put a bunch of money and time into this in Munich and doubt they would just toss in the towel for the clerical staff; Management however (council members I would call management) are a pain the rump in every setting but even then - you gotta keep em happy ;_0

Which long way to say, I noticed that the latest Libo 4.4 is out and touting better OOXML support, I thank that fits here.
